Home Improvement Lending Programs - Frogtown Facelift loan program, which helps homeowners who may not otherwise qualify for credit obtain funds needed for critical home repairs, replacement of deteriorated lead-based paint windows and other home improvements. Families must be at 80% or less of median income. The maximum loan amount is $30,000. 1/3 of the loan is repaid at 5% over a maximum of 12 years, 1/3 is due on sale of the home, and 1/3 is forgiven over a 5 year period. - Neighborhood Housing Rehabilitation Loan Program (NHRP). The program is designed to provide funds to homes with exterior needs in targeted areas, or homes with existing code orders from the City of St. Paul. The maximum loan amount is $50,000 that is deferred over thirty years or until sale. The homes must be single-family and owner-occupied. The owner must be 80% of median income or less. - The Deferred Loan program, sponsored with The Minnesota Housing Finance Agency (MHFA), is open single family and duplex homes that are owner-occupied. The maximum loan amount is $15,000. The loan is deferred over 20 thirty years and is due after that time or at sale. The owner must be 30% of median income or less. The funds can be used to make basic home repairs. - Lead Window Replacement (Frogtown): The lead window replacement program is open to single family homes with small children. The home must be tested for lead hazards. The owners receive a grant for 3/4 of the window replacement costs. GFCDC may be able to provide a grant/loan for the remaining 1/4 of the funds. - Lead Window Replacement (City wide): GFCDC works with Ramsey County to administer loans for projects across the Western half of St. Paul.
